Our Technical Boilerhouse Risk Assessment (TBRA) is a detailed, structured evaluation of the risks associated with operating and maintaining a boilerhouse. It goes beyond general risk assessments by focusing specifically on technical, operational, and safety aspects of steam and hot water boiler systems, in line with industry best practices and legal obligations.
A TBRA is a legal requirement under Safe Management of Industrial Steam and Hot Water Boilers IAW BG01.
As part of the TBRA, EB Critical will assess the boiler equipment and design, along with associated systems including control and safety systems, feedwater, steam, and condensate systems. The review will also cover ventilation and combustion air, housekeeping and maintenance practices, staff competency and staffing levels, as well as alarm and shutdown systems. Additionally, failure and emergency scenarios, permit to work procedures, and record-keeping practices will be examined as part of the process.
EB Critical will deliver a comprehensive report that includes several key components to support operational safety, regulatory compliance, and strategic planning:
Action Plan – A clear, step-by-step plan outlining who is responsible for each action, what needs to be done, and by when. This ensures that recommendations are understood, actionable and trackable.
Risk Register – A structured log of identified risks associated with the boiler system and related operations. Each risk is assessed for likelihood and consequence and categorized by severity to prioritize mitigation efforts.
Compliance Gap Analysis – An evaluation comparing current site practices, equipment, and systems against relevant standards, regulations, and best practices. This identifies areas where the site may fall short and outlines what’s needed to achieve full compliance.
Recommendations – Practical and prioritized guidance on how to address identified risks and compliance gaps. These may include operational improvements, technical upgrades, training needs, or procedural changes.
Attendance Strategy Justification – A detailed explanation of the recommended boiler attendance model (e.g., fully manned, semi-attended, or unattended operation). This includes justification based on risk levels, system complexity, safety systems, and competency of personnel.
